Chairman Mark Fontenot presents Tony Cramp with Service Award
"The HSAC presented Tony Cramp with a sculpture representing our appreciation for his tireless work in promoting aviation safety during his association with HSAC. Tony was instrumental in authoring and coordinating the adoption of HSAC RP 2008-01, Gulf of Mexico Helideck Markings, as well as other key initiatives within HSAC. We offer our sincere thanks to Tony for a job well done."
 
     

INTRODUCTON
Chairman Mark Fontenot called the meeting to order at 08:30 and presented Anti-Trust statement.

HSAC COMMITTEE REPORTS

Chairman's Report - Mark Fontenot
On the Wednesday prior to the General Meeting, the HSAC Working Group, whose participants included Regular and Associate Members, would gather to discuss topics listed on the Risk Reduction Action Plan. Items were discussed, an action plan suggested; however, there was slow follow-up and little progress on many of the topics. The large size of the group did not lend itself to conclusive action on any one of the safety items.

The Chairman stated that the HSAC Working Group needs to, "refocus on the HSAC founding principle of 'Safety through Cooperation.' " HSAC should follow the lead of the International Helicopter Safety Team (IHST) and form smaller committees - work groups - to address topics and develop safety recommendations.

At the HSAC Working Group Meeting on May 14, 2008, it was agreed to subdivide the group into four Work Groups with each having a group chairman reporting to the HSAC Chairman.

  1. IHST/HSAC Interface Work Group: Mike Hurst, Chairman (mhurst@phihelico.com)

      • Use IHST safety recommendations and blend with HSAC recommended practices.
      • Revisit Accident Study Group
      • Promote Safety Management System (SMS)
      • SMS Toolkit available at www.ihst.org

  2. Recommended Practices (RP) Work Group: Mark Adolph, Chairman (mark.adolph@shell.com)

      • Review existing RPs
      • Determine relevance to operations today in the GoM and update the RPs

  3. Technical Work Group: Rusty Politz, Chairman (rppo@chevron.com)

      • Revitalize the Technical Work Group with participant from a cross section of the operators and the oil companies.
      • Common ground sharing of maintenance safety challenges, safety practices, and aircraft maintenance topics.

  4. Flight Following and ADS-B Work Group: Terry Gambill Chairman (tgambill@phihelico.com)

      •Develop a Recommended Practice (RP) for the future used of ADS-B in GoM
      •Determine how to make HSAC Frequency Card more user friendly and better facilitate updates and changes, i.e., digitize so changes can easily be made as they occur; separate by sector so pilots could print information just of that area of operations; and making room for 37-new AWOS stations and many new frequencies for Houston Center because of the ADS-B project.

HSAC/FAA Interface - Daniel Feliciano

• The 138th Fighter Wing has replaced the 147th Fighter Wing.
• The 138th is based in Tulsa, OK, and they will be doing some low level flying in WA 147 for the purposes of maintaining low level, over water qualification. However, the majority of lower level flight training/currency will be accomplished in Oklahoma.

• It is important to present the PPT Training Presentation that pilots may recognize the newly painted helidecks and the associated safety and hazard markings.
